Franklin County Board of Health Plumbing Disinfection Requirement on Hold

Builders working in jurisdictions covered by the Franklin County Board of Health may have heard from your plumbing contractors of their intention to enforce a provision of the plumbing code that would require disinfection of single-family plumbing before final inspection.

At the BIA's request, County Health delayed their original implementation until January 3, 2023, while we tried to sort out this issue. Over the past several weeks, there have been numerous calls and meetings with Franklin County Health, Ohio Board of Building Standards staff leadership, Ohio Homebuilders Association, the City of Columbus and local plumbing companies.

At the January meeting of the Ohio Board of Building Standards, the BIA of Central Ohio and OHBA will officially request an interpretation/relief on this issue. On December 29, the BIA received an official response from Franklin County Health that they will suspend the disinfection requirement pending OBBS consideration; however, they will ask for a bacteriology test that can be completed within 24 hours - the same as Columbus' existing requirement.

The BIA will work to keep members informed on this issue as the Ohio Board of Building Standards considers it.
